Haitian City of Gonaives Is Moving?

Haitian Prime Minister Michele Pierre-Louis said the the press that part of the city of Gonaives will have to be rebuilt elsewhere.
The Haitian prime minister said that Gonaives, because of it's existing location, is too prone to flooding.
This is the second time the city of Gonaives Haiti has been flooded.
Four years after tropical storm Jeanne killed 3000 people in Gonaives Haiti.
"We need major support," Says Haitian Prime Minister Michele Pierre-Louis, "and it is time for the world to understand that. We've suffered too much in this country."
What will it take to move the City of Gonaives Haiti?
