Is the Haiti Food Crisis a real crisis or a conspiracy?

Haiti produced almost all the rice it needed before the neoliberal rules of the International Monetary Fund (IMF) and the World Bank (WB) were forced upon it.

Every year, Haiti requires 400,000 tons of rice, Haiti produces barely 40,000 tons of rice; the rest of the rice has to be imported.

At the current prices, it is no wonder that Haiti's people have to eat mud biscuits to survive.
